Sharing Diane Ravitch’s: How to Turn Great Literature into Informational Text. Funny, yet useful!
Michelle Malkin has called The Storykillers “a stopcommoncore must-read.”
It is a must-read. It’s interesting and important. It’s packed full of understanding about the Common Core English standards, which are ruining the love of learning as they distort what it means to be educated.
The book pits logic and common sense against the theories, deceptions and absurdities of the Common Core. It cuts through the Common Core’s wordiness and plainly states this truth: that Common Core is stunting and killing both the classic literature stories themselves and The Great American Story of liberty and self-government, stories that our children and our country cannot do without.
In The Story Killers: a Common Sense Case Against Common Core, Dr. Terrence Moore tells us that the restoration of legitimate, time-tested classic literature —“the best that has been thought and said and done and discovered“– can solve America’s educational decline. The faulty theories of Common Core can not.
If you don’t read book, please remember Dr. Moore’s most important point: We Must Fight For Our Stories— which Common Core is stealing.
The great stories are not disposable! Who persuaded us that they were? Losing them means losing, piece by piece, what it means –or meant– to be us. No amount of supposed career prep info-texts can pretend to make up for that.
Good readers, regardless of what they did after they grew up, developed the love of reading/learning by reading stories. Young and old need stories to process life. Great learners fall in love with learning not because of manuals, articles, and informational texts but because of fascinating stories. Classic works of literature are being neglected, shortened, misinterpreted and replaced, under Common Core. And THE Great American Story– the story of freedom — is being undermined along with the other classics that Common Core neglects. The book explains exactly how this is happening, using the standards themselves as its centerpiece.
We must fight for our stories.
Dr. Moore’s book asks questions like this one: Why does the new Common Core edition of the American literature textbook, The American Experience, by Pearson/Prentice Hall 2012, contain sections on government forms, and an EPA report? Is this the new and “more rigorous” literature that will prepare our children for college? Or is it an attempt to “keep the nation’s children from reading stories, particularly traditional stories that run counter to the political ideology” of the authors of Common Core?
Dr. Moore points out that a widespread, fraudulent adoption of Common Core brought us the fraudulent reading (and math) theories upon which Common Core Standards rest. Common Core was never pilot tested as it should have been, before virtually the whole country adopted it.
“You know how long it takes for a new drug to get on the market before it receives approval from the FDA,” he writes, “Yet here is the educational medicine, so to speak, that all the nation’s children will be taking every day, seven hours a day– and no clinical trials have been done.”
Dr. Moore points out, too, that “most of the money that funded the original writing of the standards came from the deep pockets of Bill Gates. Perhaps related to this fact, the Common Core will have students working far more with computers… the people behind the Common Core also have a hand in running the tests and stand to gain financially…. the other people who stand to make out like bandits are the textbook publishers. If that’s not enough to get one wondering, it turns out that the actual writing of the standards was done in complete secrecy.”
(Shocking! Terrible! And true. Yet how many people know these facts in the face of so many ceaseless Common Core marketing lies being put out by the likes of Exxon, Harvard, Jeb Bush, the National Governors’ Association and even the National PTA, all of whom were paid by Bill Gates to say what they say about Common Core. Don’t listen to them! They are financially bound to say what they say. Listen to people like Dr. Moore, who do not accept money from the Gates club.)
In his book, Dr. Moore talks a lot about what is NOT in the English standards as well as what’s there.
The traditional aims of education– to pursue truth, to find true happiness, to be good, to love the beautiful, to know the great stories of our American tradition– are not the designs of Common Core, he says. The Common Core is a program that kills stories in order to direct people to “be preoccupied with only the functional aspects of human existence and to have almost no interest in the higher aims of life.”
Dr. Moore reminds us that controlling stories (or the lack of stories) is the same thing as controlling people: “Plato pointed out in his Republic— a book never read in today’s high schools, nor usually even in college– whoever writes the stories shapes —or controls– the minds of the people in any given regime.”
The book’s title describes the killing of two important types of stories:
“The great stories are, first, the works of literature that have long been considered great by any standard of literary judgment and, second, what we might call the Great American Story of people longing to be free and happy under their own self-government. The Common Core will kill these stories by a deadly combination of neglect, amputation, misinterpretation…”
Then,
“On the ruins of the old canon of literary and historical classics will be erected a new canon of post-modern literature and progressive political doctrine. Simultaneous to this change, fewer and fewer works of literature will be read on the whole. Great literature will be replaced with ‘information’ masquerading as essential ‘workforce training’.”
Moore explains that the proponents of Common Core hold up “the illusion of reform” while continuing to “gut the school curriculum” and to remove its humanity. He points to page five of the introduction to the Common Core where this chart appears for English readings:

So our little children under Common Core aligned school books won’t get more than 50% of their reading from stories. And our high school seniors won’t get more than 30% of their reading from stories. The bulky 70% of what they read must be informational text: not poetry, not plays, not novels, not the books that move our souls. In English class.
“Thus literature is on the wane in public schools,” Dr. Moore writes, and traditional literature classes are being eroded, despite the fact that the Common Core proponents aim to deceive us and make the “public believe that they are requiring more rigor in reading.”
Dr. Moore calls us to fight for our children’s access to the great stories.
“There has never been a great people without great stories. And the great stories of great peoples often dwell on the subject of greatness. They dwell on the subject of plain goodness as well: the goodness that is to be found in love, marriage, duty, the creation of noble and beautiful things. It is patently obvious that they authors of the Common Core are uncomfortable with these great stories of the great and the good. They are plainly uncomfortable with great literature. And they are even more uncomfortable with what might be called the Great American Story.”
Read much of what the so-called education reformers are speaking about lately, and you’ll see it: they call for sameness, common-ness, for the forced redistribution of teachers and funds, and above all, for equality of results. Not greatness. Not the ability for a single student or school to soar above the rest. No exceptionalism allowed. (Anyone ever read Harrison Bergeron?)
U.S. Secretary of Education Arne Duncan, Obama advisor Linda Darling-Hammond, the testing companies, the Common Core copyright holding groups– the reformers seem to avoid the concepts of goodness and greatness in favor of a twisted version of “social justice” equality, which is, frankly, theft, along with being as foolish as the reasoning behind the society of Harrison Bergeron, which is in no way truly fair, or truly helpful.
“…They fully expect us to shrug with thoughtless indifference. Do not be fooled. The fate of our stories is the fate of the nation,” writes Dr. Moore.
Dr. Moore does the unthinkable: he subjects the Common Core Standards to actual critical thinking (which they claim to promote).
“Since everyone loves the expression ‘critical thinking’ these days, let us subject these standards to a little critical thinking.”
He questions the Common Core Initiative’s obsession with technology and testing.
“Computers are a lot more like televisions than anyone is willing to admit… it is true that art teachers can now much more easily show their classes great paintings and sculptures by using the internet. It is likewise true that history teachers can employ actual speeches of Churchill or Reagan using videos found on the web. Ninety percent of the time, though, that is not how the computer is being used… The arch-testers of the Common Core champion the use of the technological elixir that cures all illnesses and heals all wounds without even pausing to warn us of the potential side effects… we are not invited to consider how much technology is compromising the old literacy. Least of all are we supposed to realize that the remedy for our growing twenty-first-century illiteracy is traditional, nineteenth-century education.”
He asks us to re-examine the assumption that because technology has changed so much, schooling should also change so much. “Does schooling belong in that class of things that does not get ‘updated’ every week… human institutions and relations for which we must be initiated into certain permanent ways of thinking, lest we be cast adrift on a sea of moral, cultural, and political uncertainty?”
He points out that education should not be confused with job training and that “going to college” is not the same thing as gaining knowledge; and that the authors of Common Core are “lumping college readiness and career readiness together” without stopping to explain what either means nor how either will be affected by the lumping.
He points out that while the standards claim to wield the power to prepare children for “the twenty-first-century global economy,” that claim is based on nothing. It’s just a claim. And we have had economies to worry about since the beginning of time, none of which would have succeeded by taking away stories and classics, the very core that made people in the not too distant past far more literate than we are today.
He opposes this “pedestrian preoccupation with what will happen when children turn nineteen” because it “undermines the powers of imagination and of observation,” powers which are too important to ignore. Think about it: imagination makes children read and helps them to love books. No little child is motivated to read because he/she is concerned about college and career, years from now. The child reads because the story is interesting. Period.
Dr. Moore also points out that the history of successful literacy shows a very different path from the one Common Core is leading America to follow.
Historically, what created the highest literacy rates? Dr. Moore points out that it was high church attendance, combined with emphasis on the Bible, and schooling with an emphasis on traditional learning! (And the Bible is composed mostly of stories and lyrical language, not of “rigorous informational texts.”)
Dr. Moore points out that Colonial Massachusetts and 18th-century Scotland had nearly universal literacy. Newspapers in the 18th century were written at a far higher level than the journalism of today (which is written at the sixth-grade level.)
“Yet the authors of Common Core insist that students should read far more recently written, informational texts, such as newspaper articles… Ergo, the literacy for the twenty-first-century global economy will be built upon the cracking foundation of our present semi-literacy. Was there not once a famous story-teller who said something about not building a house upon sand?”
He asks us to remember that the careful reading of stories enables us to “learn about good taste and manners. We learn all the the individual virtues and vices… human emotions… Through this vicarious activity, we are compelled to examine ourselves and thereby attain what used to be called self-government… What is a better study of ambition leading to ruin than Macbeth? Wat is a better study of indecision and imprudence than Hamlet? What is a better example of adolescent love and passion in their raw state than Romeo and Juliet? What is a better model of command than Henry V?… We hang onto these stories… that teach us who we are and who we ought to be. The study of human character through great literature, then, teaches us how to live.”
In the book’s last chapter, Moore explains that what is permanently valuable to students does not change very much. He writes that a genuine common core would have included a group of magnificent books that each truly educated person would have read, at the very least. Under THE Common Core, however, mostly informational, unproven texts and text excerpts are listed –and there is no set core of classic books. He writes, “Had the Common Core English Standards held up just a few great books, college professors could finally know what their incoming students had actually read. Heck, even advertisers and comedians could know what jokes they could tell about literary characters” Moore says that “the Holy Grail of school reform” is the set of “great books of our tradition.”
He recommends that students would read –PRIOR to high school– titles such as The Tempest, Animal Farm, A Christmas Carol, and Dr. Jekyll and Mr. Hyde.
Then Dr. Moore lists a classical high school curriculum (which he says has been working in the schools in which he has helped to implement it):
Homer’s Iliad (The whole thing, not a drive-by excerpt); the WHOLE of Shakespeare’s Julius Caesar, Hamlet and Macbeth; the WHOLE U.S. Constitution; Le Morte D’Arthur, Pride and Prejudice, Plutarch’s Lives; Moby Dick; Huckleberry Finn, 1984; A Tale of Two Cities; Crime and Punishment; The Scarlet Letter, The Mayflower Compact; Uncle Tom’s Cabin The Prince; Confessions of Augustine; poetry by Frost, Longfellow, Dickinson, Poe, Whitman, T.S. Eliot, Shakespeare; biographies of Benjamin Franklin and Theodore Roosevelt, speeches by Winston Churchill, Martin Luther King, George Washington, Abraham Lincoln and Ronald Reagan; and so on and so on.
Despite everything that is being taken away from the American English curriculum because of Common Core, despite the damage that is being done to children’s love of learning by removing the thing that makes people love to read and become great readers– stories– despite all else he exposes about the Common Core, Dr. Moore’s bottom line remains this one:
“Anyone who thinks I have travelled too far afield or have jumped to conclusions about the true aims of the Common Core should read one further phrase found on the opening page of the English standards. That phrase is more alarming and more revelaing than all the jargon about a new literacy and college and career readiness. ‘The Standards are intended to be a living work: as new and better evidence emerges, the Standards will be revised accordingly.’ …The authors of the Core are forecasting that their program will change over the next ten, twenty, forty years… but the same people will be in charge. What will be the new and better evidence that emerges? Who will get to decide what constitutes better evidence? Who will do the revising?”
I have only scratched the surface of this important book here. I hope you will buy copies for your friends, your school board, your legislator, your governor, and especially for your favorite English teacher. This book is a powerful tool in the fight to reclaim legitimate K-12 and college education in this country.

Dr. Terrence Moore, professor of history at Hillsdale College, testified last month to the Indiana legislature. This is the video of his short, (ten minute) excellent testimony.
He describes in detail what Common Core robs from students, as it cuts classic literature and dramatically cuts the heart away from readings including the U.S. Constitution and Tom Sawyer. He describes the truncation that will happen to classic works of literature in favor of informational texts in new Common Core aligned ELA anthologies. He describes how Common Core robs charter schools of parental control with the piercing question, “Are you Common Core compliant?” He also describes how Common Core testing makes teachers and charters servile to the Common Core.
He also says:
“The thing that bothers me more than anything else is found on page number one of the introduction. That says that Common Core is a living work. That means that the thing that you vote on today could be something different tomorrow, and five years from now it is completely unrecognizable.”
That’s the real issue. Whether politicians, teachers or school board members like it today is actually, totally irrelevant. Don’t ask them if they like Common Core; ask them if they know that it can change at any time, but they don’t get a vote or a voice in what happens to it. Ever.

I watched this video, where the Salt Lake Tribune reporter asked Utah School Board Chair Debra Roberts whether Common Core took away classic literature –see minute 15:40.
Roberts laughed, said that she was an English major and would never support standards that were not strongly supportive of classic literature— and then, without answering, took the conversation in the direction of how important informational texts are.
The fact is, informational texts used to be taught where they OUGHT to be taught– in science classes, history classes, and other classes. But they are being force fed in all English classes now.
Certainly, some classic literature is still permitted in Utah schools under Common Core. But it has been dramatically reduced, especially at the high school level. Roberts would not admit this. WHY?
Debra Roberts’ signature (together with our former governor’s signature) put Utah’s former educational liberty under the thumb of the Common Core agenda. She’s been on the Common Core adoption team longer than our current governor. She cannot be ignorant of the truth.
She knows that Common Core emphasizes informational text and takes away classic literature. She knows that in elementary school, students may read 50% classic stories and 50% informational text; and she knows that the percentage of informational text MUST increase while the percentage of classic literature must decrease, so that when a student is a high school senior, he/she must have 70% of his/her English class reading be informational, while 30% max may be classic literature.
She and others on the state school board continue to call those of us who call for the whole truth, “misinformed” and “erroneous.”
I requested an explanation of what exactly seemed “erroneous,” in the school board’s view, in the GOP resolution that Utah’s State Delegates voted to support last week.
I have not heard back from them.
I have also requested face to face meetings with board members and have been denied a meeting. Here I am, a credentialed Utah teacher, denied a meeting to discuss my concerns about Utah’s new Core Curriculum. Does that seem good?
I am willing to be proven wrong. One person could be wrong.
But I don’t think it’s fair to call all 6,000 petition signers at Utahns Against Common Core, plus the 1500— 2,000 state delegates who voted against common core at the resolution vote, plus the entire Republican National Committee, plus Sutherland Institute, Heritage Institute, Pioneer Institute, Cato Institute, Senator Mike Lee, Jason Chaffetz, and Rob Bishop, all “misinformed.” –Especially not in the same week that the chair of the board misinforms reporters about Common Core.
Brave New Schools

The much touted Common Core Standards (CCS) Initiative that is being pushed as a silver bullet to improve our schools is not simply the latest fad in education: CCS is actually an unprecedented program that would radically alter our entire K-12 educational system, affecting content (i.e. curriculum), delivery (largely via computer), testing (also via computer), teacher evaluations (connected to test scores), as well as creating an intrusive database of sensitive information from student “assessments.” This program, for all the protestations to the contrary, represents the nationalization of education in America, extinguishing any semblance of local control. Furthermore, it was essentially developed at the behest of billionaire Bill Gates, who also funded it to the tune of some $150 million, and who clearly thinks he knows what’s best for everybody else’s children. (His own are safely ensconced in private schools).
California adopted the Common Core Standards (CCS) Initiative on August 2, 2010, only two months after the standards were released. Nor has this multi-billion dollar program ever been piloted anywhere! It’s a nationwide experiment—with our children as the subjects. Nor was CCS ever internationally benchmarked. In California, as in most states, there was no time to devote to studying the intricacies of the program, vetting it, or introducing it to the public. Instead, Race to the Top money was dangled in front of state legislatures, and 45 states sprang for it, but 16 of these states at last count are already seeking to withdraw from the program.
Parents need to understand the implications of the Common Core Standards. These standards, which amount to a national curriculum via bundled tests, texts and teacher evaluations, would severely degrade our local schools. How? By lowering the standards of high-performing schools to make them “equal” with low-performing schools, in a misguided attempt to reach what its proponents call “equity” or “fairness” by mandating the lowest common denominator for all schools. True, this would close the muchballyhooed “achievement gap”—but only by dumbing down the education of the best and brightest to better match that of the unmotivated and/or less academically gifted.
The idea that all students should perform identically sounds eerily like something out of Mao’s China. What happened to our relishing of individual talents and uniqueness? Would we lower the standards for the best athletes to put them on a par with mediocre athletes to close the “performance gap” in, say, high school football?
How do a few of the experts view this program? Dr. James Milgrim of Stanford University, the only mathematician on the Common Core validation team, refused to sign off on the math standards because he discovered that by the end of 8th grade, CCS will leave our students two years behind in math compared to those in high-performing countries. And according to Dr. Sandra Stotsky, the respected expert who developed the Massachusetts standards, widely regarded as the best in the nation, “Common Core’s ‘college readiness’ standards for ELA are chiefly empty skill sets and cannot lead to even a meaningful high school diploma. Only a literature-rich curriculum can. College readiness has always depended on the complexity of the literary texts teachers teach and a coherent literature curriculum.”
As English teacher Christel Swasey notes: “We become compassionate humans by receiving and passing on classic stories. Souls are enlarged by exposure to the characters, the imagery, the rich vocabulary, the poetic language and the endless forms of the battle between good and evil, that live in classic literature.” Instead, students will swim in the murky waters of relativism where all things are equal and no moral compass exists. We should not be surprised if they are also encouraged to view history along the lines of multiculturalism, “social equity,” and the Communitarian glorification of the collectivist “global village.”
Consider how drastically literature is being marginalized (30%) in favor of “informational” texts (70%) in the 12th grade, with a maximum of only 50% literature ever, throughout middle and high school English classes. The switch to a steady diet of “informational” texts virtually ensures that students won’t be learning to think critically or to write probing, analytical essays, let alone to develop the love of reading and appreciation for the literary masterpieces of Western culture. Put in practical terms, it means that instead of reading Hamlet, Great Expectations and Pride and Prejudice, your child will be reading computer manuals and tracts on “climate change,” “environmental justice,” and the virtues of recycling.
And the price of mediocrity? In California, implementation cost is estimated at $2.1 billion, with $1.4 billion as upfront costs—mainly for computers (every child needs one—along with special apps—could that be one reason Bill Gates poured a cool $150 million into this program? Perhaps giving new meaning to the word “philanthropist”…) along with training teachers to navigate the complicated new programs. Even though it’s been proven—as if we needed proof—that children learn better from real live teachers than from staring at LCD screens.
In addition, tests and “assessments” will be taken on computers—resulting in the harvesting of personal data that amounts to a dossier on every child, including choice tidbits about Mommy and Daddy. And what is to stop the powers-that-be from using these assessments and test results to “re-educate” “politically incorrect” students who show too much independence?
Clearly Common Core is a disaster in the making. So what can we do? The simplest solution is to insist that our school boards turn down the carrot of federal funding and reject Common Core in order to preserve the integrity of our local schools through local control and to continue to allow our teachers to use their creativity in the classroom. The price of compliance with Common Core, however tempting monetarily speaking, is just too high— the mortgaging of our children’s future.

These selections have merit for their content and their writing. An ELA teacher has the opportunity to link themes and subjects across the full range of literary choices: novels, poems, dramatic works, essays, speeches, memoirs, etc. As an English teacher, I always tried to provide a variety of reading choices for students. Great literary works are how we understand other people, other times, and other cultures. Students need examples of many kinds of great writing.
In Appendix B, found here http://www.schools.utah.gov/CURR/langartsec/Language-Arts-Secondary-Home/APPENDIX-B.aspx, the Standards provide a list of exemplary texts. (These are not required texts, but rather examples of appropriate reading selections.) Please look at the Table of Contents, beginning on page 5, for a listing of readings organized by grade level. You will notice informational readings are included in addition to stories and poetry. Informational reading is an important part of helping students answer questions and learn content in the elementary classroom. However, the topics and presentation are interesting and grade-appropriate. At the elementary level, all subjects are generally taught in the same classroom and by the same teacher, so a wider range of topics is included in these lists.
You’ll notice that by the grades 6-8, the examples of Informational texts have been grouped by content area (ELA, History/Social Studies, and Science, Mathematics, and Technical Subjects); the ELA texts are literary nonfiction. And, you will probably also notice that the lists of fiction and poetry contain many of your favorites—there are certainly many of mine, including Chaucer, Faulkner, Hemingway, and Shakespeare.
I completely and fundamentally agree with your statement, beautifully written: “Great writing creates great writers. We learn how to write best from studying great literature. We learn about shared values. We learn the consequences of both good and bad choices without having to experiment personally. We learn about our rich culture and heritage when we study the works of Robert Frost and Emily Dickinson and others.” And when I look at the suggested readings in the Standards, these readings are reflected. They are the study of English and Language Arts.
I am not sure from whence the claim that we are replacing literature with “tracts from the EPA” or “dry technical writing” stems. As you have seen in the Standards, the writing is high-quality, appropriate, and interesting.
The Standards outline reading in all the content areas, including writing created by and for scientists, historians, engineers…every field has writing and communication that is important to the work that field supports. While I might not pick up a computer programming manual to read for fun, I know that there are many people who would, and I’m grateful that we are all different in our interests and reading. I am also glad that teachers in all the content areas will choose appropriate informational texts for their students to read and develop content knowledge and communication fluency. As a concerted effort, as a collaborative school, students will have the opportunity to read and learn what they will need to know in our society.
And I will always believe that includes Macbeth and To Kill a Mockingbird.

Before Common Core began its disfiguration of the best in American education, Massachusetts had the highest standards in the nation. Massachusetts’ students scored best in 2005, in 2007, in 2009 and in 2011 –in all four major NAEP categories. Massachusetts senselessly dropped its high standards in order to apply for the Race to the Top.
Professor Sandra Stotsky was the developer of those excellent, pre-common core standards for Massachusetts. Now she has answered the question so many people have asked: “With what shall we replace Common Core?” Professor Stotsky has written a model curriculum framework for anyone to adopt, in lieu of Common Core ELA standards, at no cost.
If your state doesn’t decide to use Stotsky’s model curriculum, I suggest using it as an individual teacher or parent, to help your child achieve much more than the limited Common Core.

Purpose of this Curriculum Framework
This curriculum framework provides standards designed to guide reading and English teachers in the development of a coherent English language arts curriculum from PreK to 12. It is based on
two premises: that learning in the English language arts should be cumulative and that the reading of increasingly challenging literary and non-literary works as well as the writing of increasingly
extensive research papers are the basis for developing the independent thinking needed for selfgovernment.
The four discipline-based strands in this framework—Listening and Speaking, Language Study, Reading and Literature, and Research and Composition—are interdependent. At all grade levels,
a sound English language arts curriculum integrates concepts and skills from all four strands. A sound reading and literature curriculum also expects students to apply their language skills to
increasingly challenging material linked in ways that promote cumulative learning. A coherent sequence of reading, research, and writing assignments ensures that students both broaden and
deepen their base of literary/historical knowledge. It is this broadening and deepening knowledge base that stimulates intellectual growth and enhances their capacity for independent critical
thinking.
Sources of this Curriculum Framework
The four discipline-based areas reflected in the 15 General Standards are broad statements of what students should know and be able to do in the English language arts. They are then broken
down into Learning Standards for each grade from PreK to 12. These General Standards and Learning Standards come from a long-planned revision of the 2001 Massachusetts English
Language Arts Curriculum Framework. The final draft of the revised framework, completed in November 2009, reduced the 27 General Standards in the 2001 framework to 15 in order to
eliminate repetition and call attention to more demanding reading and literary study in the high school grades; expressed the 2001 Learning Standards with greater clarity; and offered additional
learning standards for beginning reading and spelling, a sequence of new standards for nonfiction reading in the elementary and middle grades, and a richer sequence for vocabulary development.
This draft framework was never sent to the board of elementary and secondary education for a vote to send it out for public comment. It went to the board in July 2010 only as a working draft
(http://www.doe.mass.edu/frameworks/ela/0610draft.pdf) and simply for the board’s information. It accompanied Common Core’s final version of its English language arts standards and other
materials expressly developed to support the board’s adoption of Common Core’s standards. The ten Guiding Principles come from the 2001 Massachusetts English Language Arts Curriculum Framework; they articulate a set of beliefs about the teaching, learning, and assessing of the English language arts. Appendix A is from the original, 1997 version of this framework; it is a suggested list of authors and illustrators who reflect our common literary and cultural heritage. Its K-8 list was reviewed, organized, and approved by the editors of The Horn Book using, as requested in 1997, one criterion: literary quality; the 9-12 list was reviewed by literary scholars from diverse backgrounds. Appendix B is from the 2001 curriculum framework and is a
suggested list of twentieth-century American authors and illustrators, as well as of past and present authors from other countries and cultures. Appendix C, a glossary explaining technical
words and phrases, as well as Appendices D, E, and F, also come from the 2001 framework. Appendix G, which contains an evaluation of the 2010 draft revision of the 2001 Curriculum
Framework, is from the Fordham Institute’s 2010 review of state standards.

Guiding Principles
The following principles are philosophical statements to guide the construction and evaluation of English language arts curricula.
Guiding Principle 1
An effective English language arts curriculum develops thinking and language together through interactive learning. Effective language use both requires and extends thinking. As learners listen to a speech, view a documentary, discuss a poem, or write an essay, they engage in thinking. The standards in this framework specify the intellectual processes that students draw on as they use language. Students develop their ability to remember, understand, analyze, evaluate, and apply the ideas they encounter in the English language arts and in all the other disciplines when they undertake increasingly challenging assignments that require them to write or speak in response to what they are learning.
Guiding Principle 2
An effective English language arts curriculum develops students’ oral language and literacy through appropriately challenging learning. A well planned English language arts instructional program provides students with a variety of oral language activities, high-quality and appropriate reading materials, and opportunities to work with others who are reading and writing. In the primary grades, systematic phonics instruction and regular practice in applying decoding skills to decodable materials are essential elements of the school program. Reading to preschool and primary grade children plays an especially critical role in developing children’s vocabulary, their knowledge of the natural world, and their appreciation for the power of the imagination. Beyond the primary grades, students continue to refine all their language skills.
Guiding Principle 3
An effective English language arts curriculum draws on literature from many genres, time periods, and cultures, featuring works that reflect our common literary heritage. American students need to become familiar with works that are part of a literary tradition going back thousands of years. Thus, the curriculum should emphasize literature reflecting the literary and civic heritage of the English-speaking world. Students also should gain exposure to works from the many communities that make up contemporary America as well as from countries and cultures throughout the world. Appendix A of this framework presents a list of suggested authors and illustrators reflecting the common literary and cultural heritage of students attending public schools in this country.
Appendix B presents lists of suggested twentieth-century American authors and illustrators, as well as past and present authors from other countries and cultures. In order to foster a love of
reading and prepare students for a meaningful high school diploma, English and reading teachers need to encourage a great deal of independent reading outside of class. School librarians play a
key role in finding books to match students’ interests and in suggesting further resources in public libraries.
Guiding Principle 4
An effective English language arts curriculum emphasizes writing as an essential way to develop, clarify, and communicate ideas in expository, persuasive, narrative, and expressive discourse.
At all levels, students’ writing records their imagination and exploration. As students attempt to write clearly and coherently about increasingly complex ideas, their writing serves to propel
intellectual growth. Through writing, students develop their ability to think, to communicate ideas, and to create worlds unseen.
Guiding Principle 5
An effective English language arts curriculum provides for the study of all forms of media. Multimedia, television, radio, film, Internet, and videos are prominent modes of communication
in the modern world. Like literary genres, each of these media has its unique characteristics, and students learn to apply techniques used in the study of literature and exposition to the evaluation
of multimedia, television, radio, film, Internet sites, and video.
Guiding Principle 6
An effective English language arts curriculum provides explicit skill instruction in reading and writing. Explicit skill instruction can be most effective when it precedes student need. Systematic phonics lessons, in particular decoding skills, should be taught to students before they try to use them in their subsequent reading. Systematic instruction is especially important for those students who have not developed phonemic awareness — the ability to pay attention to the component sounds of language. Effective instruction can take place in small groups, individually, or on a whole class basis. Explicit skill instruction can also be effective when it responds to specific problems in student work. For example, a teacher should monitor students’ progress in using quotation marks to punctuate dialogue in their stories, and then provide direct instruction when needed.
Guiding Principle 7
An effective English language arts curriculum teaches the strategies necessary for acquiring academic knowledge, achieving common academic standards, and attaining independence in
learning. Students need to develop a repertoire of learning strategies that they consciously practice and apply in increasingly diverse and demanding contexts. Skills become strategies for learning when they are internalized and applied purposefully. For example, a research skill has become a strategy when a student formulates his own questions and initiates a plan for locating information. A reading skill has become a strategy when a student sounds out unfamiliar words, or automatically makes and confirms predictions while reading. A writing skill has become a
strategy when a student monitors her own writing by spontaneously asking herself, “Does this organization work?” or “Are my punctuation and spelling correct?” When students are able to
articulate their own learning strategies, evaluate their effectiveness, and use those that work best for them, they have become independent learners.
Guiding Principle 8
An effective English language arts curriculum builds on the language, experiences, and interests that students bring to school. Teachers recognize the importance of being able to respond effectively to the challenges of linguistic and cultural differences in their classrooms. Sometimes students have learned ways of talking, thinking, and interacting that are effective at home and in their neighborhood, but which may not have the same meaning or usefulness in school. Teachers try to draw on these different ways of talking and thinking as bridges to speaking and writing in Standard American English.
Guiding Principle 9
An effective English language arts curriculum develops each student’s distinctive writing or speaking voice. A student’s writing and speaking voice is an expression of self. Students’ voices tell us who they are, how they think, and what unique perspectives they bring to their learning. Students’ voices develop when teachers provide opportunities for interaction, exploration, and communication. When students discuss ideas and read one another’s writing, they learn to distinguish between formal and informal communication. They also learn about their classmates as unique individuals who can contribute their distinctive ideas, aspirations, and talents to the class, the school, the community, and the nation.
Guiding Principle 10
While encouraging respect for differences in home backgrounds, an effective English language arts curriculum nurtures students’ sense of their common ground as present or future American
citizens in order to prepare them for responsible participation in our schools and in civic life. Teachers instruct an increasingly diverse group of students in their classrooms each year.
Students may come from any country or continent in the world. Taking advantage of this diversity, teachers guide discussions about the extraordinary variety of beliefs and traditions
around the world. At the same time, they provide students with common ground through discussion of significant works in American cultural history to help prepare them to become selfgoverning
citizens of the United States of America. An English language arts curriculum can serve as a unifying force in schools and society.

Appendix A: Suggested Authors and Illustrators Who Reflect Our Common Literary and Cultural Heritage
All American students must acquire knowledge of a range of literary works reflecting our common literary heritage. It is a heritage that goes back thousands of years to the ancient world. In addition, all students should become familiar with some of the outstanding works in the rich body of literature that is their particular heritage in the English-speaking world. This includes a literature that was created just for children because its authors saw childhood as a special period in life. It was also the first literature in the world created for them.
The suggestions below constitute a core list of those authors and illustrators (and a few specific works) that comprise the literary and intellectual capital drawn on by those who write in English, whether for novels, poems, newspapers, or public speeches, in this country or elsewhere. Knowledge of these authors and illustrators in their original, adapted, or revised editions will contribute significantly to a student’s ability to understand literary allusions and participate effectively in our common civic culture.
A curriculum drawing on these suggested lists will also provide significant support for the major reason statewide learning standards were developed—to ensure equity and high academic expectations for all students. A literature curriculum should include works drawn from this list and contemporary works of similar quality, drawn from cultures around the world from many historical periods. It is then possible to assure parents and other citizens that all students will be expected to read at a high level of reading difficulty. By themselves, even the most carefully crafted learning standards cannot guarantee that expectation for all students.
Effective English language arts teachers teach all students to comprehend and analyze a variety of significant literature. To ensure that all students read challenging material, teachers may choose to present excerpts of longer works, or vary the amount of class time devoted to a specific work or cluster of works. As all English teachers know, some authors have written many works, not all of which are of equally high quality. We expect teachers to use their literary judgment as they make selections.
In planning a curriculum, it is important to balance depth with breadth. As teachers in schools and districts work with this curriculum framework to develop literature units, they will often combine works from the two lists into thematic units. Exemplary curriculum is always evolving. We urge districts to take initiative to create programs meeting the needs of their students.
The suggested lists of Appendices A and B are organized by the grade-span levels of PreK-2, 3-4, 5-8, and 9-12. A few authors are repeated in adjoining grade-spans, giving teachers the option to match individual students with the books that suit their interests and developmental levels. The decision to present a Grades 9-12 list (as opposed to Grades 9-10 and 11-12) stems from the recognition that teachers should be free to choose selections that challenge, but do not overwhelm, their students.

Stop Common Core

A few months ago, a University of Utah exhibit displayed original documents, newspapers, books and letters written by Thomas Paine, Benjamin Franklin and many others. The exhibit did not only show the freedom fighters’ side of the argument, but also displayed articulate, meaningful debate from the other side. The heated 1700s argument boiled down to either standing for local freedom or standing for America remaining a managed colony under England’s non-representative government.
In retrospect, how obvious it is to us which side was correct; America should be free. But at the time it was not so clear to all. Both sides had strong arguments that made some sense.
There is a similar, heated battle going on in America over education now. Will we retain local freedom or will we be a managed colony under the Department of Education’s rule, with no say over testing, education standards and innovation? Unconstitutional though it is, this is the battle we face today– a battle for control of American classrooms. Most parents, students, teachers, governors and even State School Board Members seem unaware that it is going on at all.
It’s a battle for constitutional education with local decision making, versus nationalized education without representation. It’s a battle between states retaining the freedom to soar, versus having mediocre sameness of education across states. It’s a battle between teaching the traditional academics versus teaching the extreme political agendas of the Obama Administration; it’s a battle for who gets to decide what is to be planted in the mind of the child.
One of America’s strengths has long been its educated people. The world flocks to our universities. We have had one of the most intellectually diverse public education systems in the world.
But this is changing dramatically.
The Common Core State Standards Initiative (CCSSI) leads the changes. The vast majority of states have already replaced previous education standards with Common Core. These national standards standardize– McDonaldize– a dreary and mediocre education plan for the country that lies far below the previous standards of top-ranking states, such as Massachusetts. Although many respected organizations have pledged support for the Common Core, evidence is painfully lacking to support Common Core’s claims. The common core proponents are quick to make sweet-sounding claims, but their claims are not referenced and are, in fact, false.
Many independent reviews suggest supporters of Common Core are sorely misguided. Dr. Michael Kirst of Stanford University pointed out that the standards define college readiness as being the same for 4-year, 2-year, and vocational colleges, essentially dumbing down expectations for university students.
Dr. Christopher Tienken of Seton Hall University pointed out that the standards are meant to save us from what is a myth– the idea that American students are lagging behind international peers; Tienken writes: “When school administrators implement programs and policies built on faulty arguments, they commit education malpractice.”
Despite claims to the contrary, Common Core Standards do not meaningfully increase academic rigor, are not internationally benchmarked, do not adequately prepare students for 4-year universities, were never assessed by top curriculum research universities, were never voted upon by teachers nor the public, do not allow a voice for the individual; have no amendment process, and do rob states of control of education and students of privacy.
The Common Core is an untested, federally promoted, unfunded experiment.
The standards creators (NGA/CCSSO) have not set up a monitoring plan to test this national experiment, to see what unintended consequences the Core will have on children. The standards slash the vast majority of classic literature, especially from high school English classes; minimize narrative writing skills acquisition, and push student-investigative, rather than instructive, math at all levels.
COMMON CORE HISTORY:
The Constitution and 10th amendment have long made it clear that only states –not any federal agency– have the right to direct education. Americans seem to have forgotten that we do not live in a top down kingdom but in a Constitutional republic. Many believe the federal government has power to rule over the state governments. This is false. States alone hold the right to educate.
Our Constitution was set up with a vital balance of powers between states and federal powers, and each maintains separate roles and authorities. Nowhere is any authority given to the federal government to direct education.
In addition to the Constitution’s and the tenth amendment’s giving states sole authority to direct education, another law called the General Educational Provisions Act (GEPA) states: “No provision of any applicable program shall be construed to authorize any department, agency, officer, or employee of the United States to exercise any direction, supervision, or control over the curriculum, program of instruction, administration, or personnel of any educational institution, school, or school system, or over the selection of library resources, textbooks, or other printed or published instructional materials by any educational institution or school system…”
So the Common Core standards are a set of national education standards which the federal government are forbidden, by law, to control or supervise. Yet the standards were foisted upon the states by the federal government with the repeated assertion that they were state-led standards.
The Dept. of Education paid others to do what they were forbidden to do. The common standards were not written by the federal government, but they were financially incentivized by the federal government and then were promoted by private interests. Bill Gates, for example, spent $100M and plans to spend $150M more to push Common Core.
He gave the national PTA $@ million to promote it in schools. Common Core represents an ongoing cash cow for many groups, which explains why the media does not cover this issue. Many media outlets, even Fox News via Wireless Generation, are entangled in the massive money-making factory that is Common Core implementation. Microsoft and Pearson and others are seeing what a huge opportunity it presents them, as they benefit financially from the newly created false need: millions of new textbooks, teacher development programs, and new testing technologies are called for under the common core and its nationalized tests.
The standards were solely developed –and copyrighted– by nonacademic groups– the National Governors’ Association (NGA) and the Council of Chief State School Officers (CCSSO). Neither state education agencies nor major curriculum research universities were asked for meaningful input.
We were told that the Common Core was voluntary and “state led,” but it was a case of arm-twisting and financial bribery on the part of the Dept. of Education. States did not come together to write and share great ideas. (If that had been the case, we would likely have adopted high standards, instead, like those previously had in Massachusetts.)
The first time states were introduced to these national standards was when the federal government bribed states with a shot at a huge grant (our own tax money) in 2009. It was called Race to the Top, a grant for states. The Department of Education made a state’s promise to adopt common standards –sight unseen– a prerequisite to getting points in the grant contest called “Race to the Top”. There were 500 points possible. Adopting Common Core and its tests gave us some 70 points. Making the federal tracking database on students, the State Longitudinal Database System (SLDS) gave us 47 additional points.
Not by any authority of Congress, but by the lure of money –the Stimulus Bill– was Obama’s Race to the Top funded. States were given only two months to apply.
States competed for this money like a taxpayers’ lottery with a points system. There were 500 points possible. By adopting Common Core tests and standards, a state could earn 70 points. By implementing the SLDS (State Longitudinal Database System that serves as surveillance on citizens) a state could earn 47 points. Even though Utah didn’t win any money at all, we took the Race to the Top bait. Then we were stuck with Common Core standards as well as the SLDS database which would track and control citizens.
We were repeatedly assured, “states can get out of Common Core any time they like” but, like the story of Gulliver, tied down by many strings, we are in fact bound– unless we realize our rights and privileges and assert them firmly to free ourselves while we still may, to shake off the ties that bind us down.
Gulliver’s First String: No cost analysis
One of the strings that ties us down is the financial obligation of Common Core. No cost analysis has been done by Utah to date. It’s like a family agreeing to build a house without knowing what it will cost beforehand. It’s absurd. Virginia and Texas rejected Common Core, citing on both educational and financial reasons.
While textbook companies without exception are on a marketing spree with “Common Core Alignment,” it is taxpayers who will carry the burden for the unwanted texts, tests, the professional development, testing technology, data centers, administration and more.
If corporations were getting wealthy at taxpayer expense yet we had agreed to it, by a vote after thorough public vetting, that would be acceptable.
But Common Core never had pre-adoption teacher or parent or media attention, had no public vetting, no vote, and now we see that some of the corporations providing implementation of the common core standards have alarming political agendas that will harm our children. One example is Pearson, headed by Sir Michael Barber, with whom the Utah State Office of Education has multiple contracts.
Gulliver’s Second String:
The myth: that Common Core solves educational problems
The second string tying states down, Gulliver-like, is the problem-solving myth, the myth that our many educational problems, such as low expectations or college remediation, are to be solved by Common Core. Without a doubt, Common Core will worsen our educational problems.
Professor Sandra Stotsky and James Milgram, English and Math professors who refused to sign off on the adequacy of the common standards when they served on the official Common Core validation committee, have written and have testified before legislatures that the standards are not sufficiently rigorous at all.
Students in our schools and universities are required to provide references for their reports. Yet the information provided by official Common Core sites, as well as by our state office of education, is unreferenced and contains half truths and false claims about Common Core.
I asked the Utah State Office of Education to provide me, a Utah teacher, with references to verify the “facts” about Common Core, but the office refused to do so. Why?
The myth that Common Core solves educational problems is far-reaching and is far from being harmless.
There’s a questionnaire that must be answered by any person wishing to be a candidate for Utah’s state school board. The first question on it is: Do you support the Common Core State Standards?
So anyone who for any reason opposes Common Core may not even stand in the candidates’ pool to run for this vital, elected position as a member of the state school board.
The emperor of Common Core is wearing no clothes. Yet, the myth that Common Core solves educational problems is so widespread that most teachers and principals fear raising concerns.
We are experiencing a huge Spiral of Silence. The Spiral of Silence is a well-known communications theory by Elizabeth Noelle-Neumann. The Spiral of Silence phenomenon happens when people fear separation or isolation from those around them, and, believing they are in the minority, they keep their concerns to themselves.
The Spiral theory arose as an explanation for why many Germans remained silent while their Jewish neighbors were being persecuted in the 1940s. This silence extends to parents and legislators who do not know enough about the common standards to feel comfortable arguing that we should be free of them. Truly, this movement has slid under the public radar.
Gulliver’s Third String: One Size Forever, For All
The third string tying us down, Gulliver-like, is the fact that we will never have a vote or a voice in the one-size-fits-all-standards.
Common Core’s copyright, placed on the standards by the National Governors’ Association and the Council of Chief State School Officers, takes away educational flexibility. There is no way a local voice or voices can alter the standards when we discover the system doesn’t fit our needs. There is no amendment process.
Additionally, the NGA/CCSSO has zero transparency. Though the Council of Chief State School Officers holds over one hundred meetings per year, CCSSO meetings are closed to teachers, taxpayers, and the general public.
I asked a lawyer at the Utah State Office of Education what the process would be to amend the standards. She told me, “Why would there need to be [an amendment process]? The whole point is to be common.”
Her response illustrates the tragic fact that many of our state education leaders do not appreciate local, constitutional control over education for our state.
There is a 15% cap placed on the NGA/CCSSO’s copyrighted standards, a cap placed on top of the copyright by the Department of Education. We may delete nothing. We may add no more than 15% to any standard.
So when we run into a disaster –such as the rule that 12th grade reading material in an English class can contain no more than 30 percent classic literature, and must be 70% informational text, we are stuck. When we run into another disaster –such as the rule that Algebra I be introduced in 9th grade, when it used to be an 8th grade topic, we are stuck. We are literally voiceless and bound by the 15% rule plus the copyright it is based upon. But it gets worse:
Gulliver’s Fourth String: Problems with national testing
The fourth string tying us down, Gulliver-like, is nationalized, federally-supervised, compulsory testing. It commits our dollars without our input. And the content of the tests will be dictated by the NGA/CCSSO to test writers.
There isn’t even the tiny bit of 15% wiggle room on tests. I wrote to a test writer how they would incorporate the 15% variation in state standards and they told me that it is “in each state’s best interest” not to have “two sets of standards.” Why? Because the test won’t be incorporating anything in addition to the national standards.
Why is this bad? What we are valuing and testing is extremely narrow and cannot be altered by any state, but only by the NGA/CCSSO. It opens the door for a one-track, politicized agenda to be taught and tested.
Our local leaders continue to refer to “The Utah Core” as if it were not the exact same core as all the other states. This is misleading.
Teachers and principals will be evaluated and compared using these national tests’ results, so what would motivate them to teach anything beyond or different than what will be tested? The motivation to be an innovative educator is gone with the high stakes national tests. Right now Utah has only adopted math and English standards, but soon the NGA/CCSSO will be releasing social studies and science standards. One can only imagine how these subjects will be framed by the “progressive” groups who write the tests and shape the curriculum. And the test writers will be providing model curriculum for states to follow to prepare students for the tests.
Gulliver’s Fifth String: Common Core English:
David Coleman’s version of what is appropriate for the rest of the nation
The fifth string tying us down, Gulliver-like, was wrought almost singlehandedly by one wrongheaded man with too much power, named David Coleman.
Coleman was the main architect of the English standards for Common Core, despite never having been a teacher himself, and is now president of the College board. He is now aligning the national college entrance exams with Common Core standards. He holds a dreary, utilitarian vision of the language, without appreciation for classic literature or narrative writing. He has deleted much of it, and has deleted all cursive for students.
It was Coleman’s idea to make all children read 50% informational texts and 50% fiction in English classes, and then gradually to get rid of more and more fiction and classic literature, so that when a student is in 12th grade, he or she is reading 70% informational text and very little classic literature.
Does this differ from actual book burning?
It is as if Coleman mandated that all English teachers must put 70% of their classic textbooks outside the classroom door to be picked up for burning. Would the teachers put Dickens, Austen, Shakespeare, Melville, or O’Connor on the pile? Which classic books would you remove from a high school English classroom? And what informational texts are being recommended by Common Core proponents to replace the classics? Among the suggestions: Executive Order 13423. Writings by the Federal Reserve Bank. And more. David Coleman explained why he decided that narrative writing should not be taught:
“As you grow up in this world you realize that people really don’t give a sh__ about what you feel or what you think… it is rare in a working environment that someone says, ‘Johnson I need a market analysis by Friday but before that I need a compelling account of your childhood.’”
If Coleman were to value a diamond, he would base its worth solely on the fact that it’s the hardest substance in nature. The diamond’s beauty, or its history as the symbol of eternal romance, would not matter. Just so long as the darn rock can drill. That’s how he thinks about reading and writing.
This is why he has gotten rid of all things beautiful in education:
• No more cursive.
• Very little classic literature, to make room for mostly informational text.
• Informational texts to include Executive Order 13423, in the English classroom.
Gulliver’s Sixth String: Weakening Math
The sixth string tying us down, Gulliver-style, down is weak math. While the Common Core math standards may be an improvement over previous standards in some states, they are deficient for most, including for Utah.
Scholars have written extensively about these standards in reports published by Pioneer Institute and others. They say:
– Common Core replaces the traditional foundations of Euclidean geometry with an experimental approach. This approach has never been successfully used but Common Core imposes this experiment on the country.
– Common Core excludes certain Algebra II and Geometry content that is currently a prerequisite at almost every four-year state college. This effectively redefines “college-readiness” to mean readiness for a nonselective community college, as a member of the Common Core writing team acknowledged in his testimony before the Massachusetts Board of Elementary and Secondary Education.
– Common Core fails to teach prime factorization and consequently does not include teaching about least common denominators or greatest common factors.
– Common Core fails to include conversions among fractions, decimals, and percents, identified as a key skill by the National Council of Teachers of Mathematics.
– Common Core de-emphasizes algebraic manipulation, which is a prerequisite for advanced mathematics, and instead effectively redefines algebra as “functional algebra”, which does not prepare students for STEM careers.
– Common Core does not require proficiency with addition and subtraction until grade 4, a grade behind the expectations of the high-performing states and our international competitors.
– Common Core does not require proficiency with multiplication using the standard algorithm (step-by-step procedure for calculations) until grade 5, a grade behind the expectations of the high-performing states and our international competitors.
– Common Core does not require proficiency with division using the standard algorithm until grade 6, a grade behind the expectations of the high-performing states and our international competitors.
– Common Core starts teaching decimals only in grade 4, about two years behind the more rigorous state standards, and fails to use money as a natural introduction to this concept.
– Common Core fails to teach in K-8 about key geometrical concepts such as the area of a triangle, sum of angles in a triangle, isosceles and equilateral triangles, or constructions with a straightedge and compass that good state standards include.
There is already evidence that book publishers’ revisions to texts that align with the standards are highly likely to be “inquiry-based”. Discovery and group learning approaches to math have had poor results when they have been used in classrooms across the country.
Gulliver’s Seventh String:
Neither Local Education Leaders Nor Federal Educational Leaders Value American Rights
• A current Utah State School Board member said to me, “I have always understood it is the principle of “equality” not “freedom” that was the guiding principle of our constitution… I have always understood the theme to be equality… you continue to reference freedom over equality.”
• The Dept. of Education has created regions for all America. These regions are to be answerable to the Department of Education. The creation of regional identities ignores the existence of states and consequently, of states’ rights, under the Constitution. This is a dangerous affront to our rights as states.
• Predestining kids: Secretary Arne Duncan says the government needs to control education and teachers via data-driven decisions. The data will be collected: “… so that every child knows on every step of their educational trajectory what they’re going to do.” He says, “You should know in fifth and sixth and seventh and eighth grade what your strengths are, what you weaknesses are.” He’s talking about a managed society, not a free society, where children are to be compliant tools for the government’s purposes, not the other way around.
• The Utah Data Alliance, SLDS system, and the federal Department of Education each seek data at all costs, even without parental consent. Sec. Duncan often says, ”We have to be transparent about our data.” (What Duncan really means is, states have to be transparent about their data to be supervised by the federal government– which is not Constitutional by any stretch of the imagination.)
Duncan’s data transparency statement explains much: why Duncan aims to triangulate data Common Core tests which will be collected and compared under his (unconstitutionally) watchful eye; why Duncan rewrote FERPA regulations without authority or Congressional oversight, why the Department of Education paid states to create SLDS systems to track citizens; why federally, states are pushed to have P-20 tracking councils, and more.
Duncan’s desire to grab private data is further illustrated by the changes Duncan has led in redefining key terms.
For example, you may notice that federal education leaders seldom refer to this movement as the Common Core. They use a code phrase (you can verify this on the definitions page at ed.gov) which is “college and career readiness”. But that code phrase is a deception. College and Career Readiness does not mean what you think it means; there is a new mediocrity to the standards which has made the same standards appropriate for 4 year universities, 2 year colleges, and technical colleges. It has essentially dumbed down the expectations for 4 year universities. So college readiness actually means nothing other than common and mediocre standards. By this definition, states can’t be preparing students for college unless standards are the same as every other state’s and country’s standards. It’s like the old Ford Advertisement: You can Have Any Color As Long as it’s Black.” Secretary Duncan’s version is– “You can have any standards as long as they are the exact same as all other states’ standards.”
Another phrase you’ll hear a lot is “world class education” which doesn’t mean “excellent education.” It means “non-competitive education.” Yikes. Some other phrases that have been officially redefined by the Dept. of Education in federal regulations are: “authorized representative” “education program” and “directory information”
What is the effect of these re-definings?
According to a group that has sued the Dept. of Education, the Electronic Privacy Information Center, this redefining has removed legal duties for state and local educational facilities that used to be in place to protect private student data.
The redefinings open up what used to be tightly protected. But why?
Because the Dept. of Education is using the testing consortia to triangulate the tests and to oversee the data collection. They want access to the data. Words give them access. This brings me to Gulliver’s string, and it’s a whopper.
Gulliver’s Eighth String: Invading Citizen Privacy
The eighth string tying us down, Gulliver-like, is a set of horrific privacy violations. It begins with the fact that Utah built a State Longitudinal Database System (SLDS) system, as required by the federal government in exchange for money. The SLDS was supposed to be a benefit to Utahns. The argument was that the more data they collect, the smarter decisions could be made about education. It sounded logical at first.
But the SLDS tracks children from preschool through workforce. It interacts with six other Utah state governmental agencies, beyond the K-12 system. It essentially guides and monitors citizens.
When I found out about this, I wanted to opt out for my children. I asked the Utah State Office of Education myself whether it is even allowed to have a student attend a school without being tracked by the Utah Data Alliance and the federal SLDS.
They finally gave me a straight answer, after I nagged them many a time, finally, and it was simply ”No.”No child, no citizen may escape tracking. We are all being closely tracked. Schools are the starting point.
Unknown to most parents, children’s data is being shared beyond the school district with six agencies inside the Utah Data Alliance and with UTREX, according to Utah Technology Director John Brandt. The student data is further to be “mashed” with federal databases, according to federal Education Dept. While Utah’s John Brandt assures us that only a handful of people in Utah have access to the personally identifiable data of children, recent alterations to federal FERPA (Famly Education Rights Privacy Act) regulations which were made by the U.S. Dept of Education, as we noted earlier, have radically redefined terms and widened the window of groups who can access private data without parental consent. In America, a law is a representative thing. Laws are made by people who either directly vote for that law, or who vote for a representative who votes for a law. Then the people must obey the law, or be forcibly punished.
But watch out for rules and regulations, which are not laws, and which come from unelected boards with appointed members who cannot be repealed by us. Rules and regulations are a form of nonrepresentation, and can be dangerous. Common Core is quickly becoming a snare because of its rules and regulations. FERPA regulatory changes are a prime example. Congress never changed the privacy law that FERPA was written originally to be. But the Department of Education made un-approved regulatory changes to FERPA that are being treated as if they were law today.
Our schools (teachers, adminstrators, and even State Office of Education workers) are being used: used to collect private data, both academic and nonacademic, about our children and their families.
I choose the word “used” because I do not believe they are maliciously going behind parents’ backs. They are simply expected to comply with whatever the U.S. Dept. of Education asks them to do. And the Dept. of Education is all for the “open data” push as are some notable Utahns, such as Utah Technology Director John Brandt and even some BYU Education professors, notably David Wiley. I have heard these men speak and they are passionate about getting data at all costs, even at the cost of not pausing for students’ parental consent.
What it means: Courses taken, grades earned, every demographic piece of information, including family names, attitudes and income, can now legally be known by the government via schools.

There are 12 elements that states had to share or they would not have received ARRA stimulus money. The twelve elements of the SLDS (State longitudinal data system) include enrollment history, demographic characteristics, student’s scores on tests; info on students, even those who are not tested; transcripts, grades earned; whether they enrolled in remedial courses; and the sharing of data from preschool through postsecondary systems.
While all this data gathering could theoretically, somehow, benefit a child, or community, it can definitely hurt a child. Denial of future opportunities, based on ancient academic or behavioral history, comes to mind. The databases are to share data with anybody they define as “authorized.”
The now-authorized groups who will access student data will most likely include the A-list “philanthropists” like Bill Gates, as well as corporate educational sales groups (Microsoft, Pearson, Wireless Generation, and K-12 Inc., Achieve, Inc., SBAC, PARCC, NGA, CCSSO, for example) as well as federal departments that are far outside of education, such as the military, the workforce agencies, etc.)
Furthermore, even psychometric and biometric data (such as student behavioral qualities, DNA, iris and fingerprints) are also acceptable data collection points, to the Dept. of Education (verify: http://www2.ed.gov/policy/gen/guid/fpco/pdf/ferparegs.pdf )

In Closing:
Our country is a miracle in the history of the earth. No other country has ever had such a Constitution that limits and spreads out the power of the government to ensure the maximum liberty of each individual, balancing the need for limited government to prevent anarchy. It is important to understand the document. “The powers not delegated to the United States Government are reserved to the States respectively, or to the people.” Nothing could be more clear. It is unconstitutional for the federal government to exercise any power over education.
Our Department of Education is aware of this. Recent speeches by Secretary of Education Arne Duncan include the fact that the Department is “limited” in this country. Yes, very limited. Like, not allowed at all.
We may not be able to take back all the ground we have lost by allowing the federal government to dictate regulations to us in return for our own tax money. But we must not allow them any further ground.
The states (except for the handful of states that rejected Common Core) are otherwise like the neighbor who does not know where his rights are and can never know when they are taken and is thus unable to defend them. This neighbor believes he owns a piece of ground which his neighbor also claims, but he doesn’t know its boundaries. The other neighbor continues to encroach further and further onto land which the first neighbor suspects is his, but since he is never certain where the boundary is, he cannot stop the encroachment.
Until we take a firm position and say: “no further,” there is no line. Unless we remember our rights, we have none. My hope is that as a state, we will say “no further,” and hold onto our own right to educate our own children without interference.
Common Core does not improve college readiness. The educational value of the standards is low. And even if they were to be significantly improved, remember that educational standards are meaningless without political freedom.
There is no amendment process for Common Core. The standards have no checks and balances. Common Core was never voted upon. Common Core administrators cannot be recalled by a vote. Common Core represents an assumption of power never delegated by the voice of the people. The Common Core Initiative has transferred sovereignty from states to a collective controlled by the National Governors’ Association and by the Council of Chief State School Officers. It also transferred educational sovereignty from states to testing groups to be overseen by the Department of Education.
We must realize the strength of our position as states under the U.S. Constitution, and must hold up the Constitution, thus holding the Dept. of Education away from monitoring and directing states’ education.
Senator Mike Fair of South Carolina stated: In adopting Common Core, states have sold their birthright without even getting the mess of pottage. He is right.
Currently, thousands of people have signed the petition at Utahns Against Common Core. Websites and organizations are forming all over the country to fight Common Core. At least six U.S. Governors staunchly oppose Common Core. The majority of Utah legislators have said they oppose it. Americans deserve high quality education without federal interference and this will not happen without first dropping all ties to the Common Core Initiative.
Please let state leaders and school boards know we expect them to be valiant in that effort.

Common Core and the Fiction/Non-Fiction Question.
Read this post by Diane Ravitch.
She says: “It is interesting that the two loudest voices defending [common core] are Jeb Bush’s Foundation for Educational Excellence and the Thomas B. Fordham Institute, both quite conservative groups.
The way the issue is framed unfortunately misses the point, at least the point that I and others have raised.
Why do the [common core] standards mandate a proportionate split between fiction and non-fiction?
Who thought it was necessary to turn NAEP’s instruction to test developers into a mandate for teachers?
Who will police the implementation of the arbitrary ratios of 50-50 or 70-30?
If the ratios apply to all courses, can’t we assume that students will read “informational text” in math, science, civics, history, and other subjects, leaving teachers of English language arts to assign as much fiction or non-fiction as they want?
In the interests of clarity, here’s what I want: the ratios should be eliminated. They are an overreach. They have no basis in research or experience. There is no justification for imposing them.
I urge this not as a partisan of fiction or non-fiction, but as a partisan of common sense.”

I love Charles Dickens.
— Love his hilarious, witty words; love his vivid, unforgettable descriptions of people and places; love his improbable plot twists; love the Christian soul of his stories.
The Colton High School English Department, under the old, higher-than-common-core English standards, used to teach Dickens’ “Great Expectations” year after year to ninth graders at Colton High school –when I was a brand new teacher there in the 1990s. I hadn’t read the novel before I taught it. It was, unfortunately, not on the recommended reading list of the high school I’d attended in Florida.
But reading and re-reading “Great Expectations” so many times, as I taught the novel, I really fell in love with the book. This love I gained also persuaded some students, mostly against their will at first, to love that novel, too. It was fun.
But now, that seems to be over.
According to Pioneer Institute, the Boston-based thinktank, Charles Dickens literature is going away. High school literature reading lists for Common Core standards allow for very few British writers. Shakespeare’s on. Dickens is off. Why? There’s no room when you have to make room for informational texts that include Presidential Executive Orders and Insulation manuals. Dickens, gone from US education? It’s beyond ridiculous.

“While the brilliance of Dickens’ novels… will live on, they’re on the endangered list in America’s public schools…. Shakespeare is one of the very few British writers named in the nationalized English standards… [W]atching “A Christmas Carol” on television may be kids’ only exposure to the magic of Dickens’ characters.
… Dickens’ works have instructed generations of novelists and schoolchildren around the world. His characters capture the spectrum of vices and virtues found in human nature: Oliver Twist, Mr. Bumble, Ebenezer Scrooge, Tiny Tim, Pip, Estella, Miss Havisham, David Copperfield… many of these cleverly named characters speak the most enduring lines in the English language… Our children must read Dickens to grasp the universality of the human condition, compassion for human suffering, and the reality of human heroism… When the Ghost of Christmas Present comes to visit Ebenezer Scrooge in “A Christmas Carol,” he shows Scrooge two destitute children.
“This boy is Ignorance,” the Ghost says. “This girl is Want. Beware them both, and all of their degree, but most of all beware this boy, for on his brow I see that written which is Doom, unless the writing be erased…”
Could there be a clearer Dickensian omen for the price our country will pay if American public education turns its back on great literature?”
Teaching Channel: Comic Books for Common Core.

The professor disagrees that teaches should be taught how to persuade students that the abandonment of fiction, and classic literature, is good. She disagrees with Common Core’s race toward informational texts for very profound reasons– and I agree! Read it, read it.

What are the highlights of this 44-page white paper?
Diminishing of Literature:
College readiness will decrease under Common Core, say the paper’s authors, because secondary English curriculum in Common Core prioritizes informational reading and reduces the study of literary traditions.
“A literature-heavy English curriculum, properly constructed, yields college-readiness in reading better than an information-heavy English curriculum. And we know of no research showing otherwise.”
The authors explain that Common Core provides no evidence to support its promise that more informational reading in the English class will make students ready for college-level coursework.
“We know of no research… to support that faith. Rather, the history of college readiness in the 20th century suggests that problems in college readiness stem from an incoherent, less-challenging literature curriculum from the 1960s onward. Until that time, a literature-heavy English curriculum was understood as precisely the kind of pre-college training students needed.”
Do Students Need More Than Reading Lessons in High School?
The paper also says that Common Core “yokes the English curriculum to a test of general reading ability” and transforms English classrooms into reading comprehension classes, even at the high school level. Although Common Core does not specify that only English teachers will teach informational text, the authors feel that English teachers will bear the brunt of this mandate.
“It is hard to imagine that low reading scores in a school district will force grade 11 government/history and science teachers to devote more time to reading instruction. Instead, it is more likely that English teachers will be expected to diminish the number of their literary selections and align readings with test proportions.”
Politicized texts:
The authors bring up another point: the stress on more informational reading in the English class will not only lead to a decreased capacity for analytical thinking, but will also raise political red flags: “Informational texts are often assigned today not for their complexity and promotion of college readiness in reading, but for their topical and/or political nature. Clear examples can be found in a volume published in 2011 by the National Council of Teachers of English (NCTE) to show teachers how to implement Common Core’s standards…”
Artificial college readiness a camouflage for lowering academic challenge
The authors also speculate that perhaps “the case for more informational texts and increasing complexity (but not necessarily text difficulty) is a camouflage for lowering academic challenge so that more high school students will appear college-ready upon (or perhaps before) graduation.”
Conclusion
The authors recommend that because Common Core’s stress on informational reading is “misplaced” –and because it reflects standards built with “the limited expertise of Common Core’s architects,” standards that were “not developed nor approved by English teachers and Humanities scholars, nor were they research-based or internationally benchmarked,” –because of this, the professors recommend that those states who have adopted Common Core should 1) emphasize the literary-historical content that already exists in the standards and 2) should add an additional literature-based standard to address Common Core’s lack of literary content. These actions, they say, are fully supported by Common Core.
“Far from contradicting Common Core, these actions follow its injunction that, apart from ‘certain critical content for all students, including…American literature and Shakespeare… the remaining crucial decisions about what should be taught are left to state and local determination.'”
