You can opt your child out of the testing in PA by claiming a religious exemption, even atheism. However this will not prevent your child from being forced to sit through all the lessons and practice testing leading up to the test. I didn’t find out about opting out in time and my kids are taking it this week, however they are being pulled out for homeschool next week so they will never have to take the PSSA again or have to learn by the CC “standards”.

Castor Rebukes Corbett for Supporting
Obama’s Federal Common Core Standards
Calls on Legislature to stand up for parents and local control
Harrisburg, PA (April 10, 2013) – Montgomery County Comm. Bruce Castor (R-Lederech) today rebuked Gov. Tom Corbett for supporting the Obama Administration’s Common Core Standards for education, and called upon the General Assembly to immediately take action to halt their implementation in Pennsylvania.
On March 14, 2013 the PA State Board of Education (with Governor Corbett’s approval) voted to put into place Common Core Standards in English, arts and math. It sets into motion federally mandated common course curriculum for all K – 12 students in all 50 states so that education will be standardized across the country. This effectively shuts out the parents and local school boards’ ability to influence content standards and modify the curriculum to suit local needs.
“Common Core is Washington’s D.C.’s attempt at a radical, one-size-fits-all makeover of the country’s entire system of public education,” said Castor. “Unlike Gov. Corbett, I stand with the Republican National Committee, and the many other organizations who have come out in opposition to this Orwellian unfunded mandate.”
The origins of Common Core can be traced to the 2009 Stimulus bill which gave $4.35 billion to the federal Department of Education which then created the “Race to the Top” competition between states. In order to qualify for funding, the states needed to adopt Common Core sight unseen.
Castor cited these additional concerns with Common Core:
$650 million is required to implement Common Core in PA, which constitutes a massive unfunded mandate that will fall squarely on the taxpayers.
Common Core math standards will put PA’s students two years behind their peers in high-performing countries.
Parents and school boards will have little recourse to influence content or standards.
Common Core undermines the U.S. Constitution’s 10th Amendment authority of states over education
The recommendation by the PA Board of Education to adopt the standards is an end run around the legislature. This was completed with no public hearings and has been unknown to most of our legislators.
“It is unfathomable that the Corbett Administration has stealthily aided Pres. Obama in trying to usurp local control from parents and by foisting this liberal monstrosity on our children.” Castor said. The General Assembly must step in and protect our children by stopping the Common Core from going into effect.”
